Description: Vertical and horizontal relations among governments in the American federal system, models and theories of federalism and intergovernmental relations (IGR), constitutional issues, twentieth-century changes, recent developments in financing and managing federalism and IGR. Prerequisite: POLS 3030 or permission of instructor.
